“Each RZI of all 28 districts is the competent authority that measures the noise levels to find out whether they are exceeding or within the norms. There is no large regional city where the background noise is not above the norm, as during the day it should be up to 55 decibels and at night it should drop to 45 decibels to be able to rest effectively. They have monitoring stations and they study them. This is according to the Environmental Noise Act, there is a regulation on hygienic norms for noise in urbanized areas, additionally there are regulations on noise levels when it comes to aviation activity, as in Burgas we have planes flying over, there are regulations on noise in industry , as well as for noise in public buildings, etc.
Each municipality in the Ordinance for the Protection of Public Order expressly prohibits the creation of noise and discomfort caused by citizens from celebrations, noisy entertainments even in private properties. There is a time limit and everyone knows that between 14 – 16 hours during the day and after 10 pm it is not right to disturb the neighbors. Any citizen can always call the duty officer in the Municipality, who is there 24 hours a day, and file a complaint when it comes to such noise during the hours in which it is prohibited.
*5656 is the direct telephone number for contact with the duty officer in the Municipality of Burgas. I’ve tried it, they respond immediately from the municipal police. The “UKORS” Directorate takes immediate measures and stops such cases.
If our neighbors do not comply and harass us with music, in any case a purely human remark may do the trick and the noise will cease. When we say that this happens systematically – more than two or three times, it means that the person to whom the remark is addressed is not considered responsible. In this case, it is not necessary for people to talk to themselves, but to turn to the authorities that are called to take care of the observance of public order and the tranquility of the people – either the municipal police or the Ministry of the Interior, whose job it is – to protect public order.
What to do if you want to file a complaint against such a neighbor
The case is described in the complaint – on which date, what exactly is the case. I would advise each person to first call 112 or the direct phone in Burgas *5656 so that he can be registered, the place will be visited by UKORS to write a report, as well as the policemen who are sent to register the report. A report is made and, if necessary, the RZI can also be involved in such an inspection, since they have equipment with which they measure the background noise and determine whether it exceeds the norms. When we talk about the time range after 11 p.m. in the summer months and after 10 p.m. in the winter months, it cannot be a question of exceeding or not the background noise if a party with loud music is organized in the neighboring apartment. It is unacceptable to use loud music in a way that disturbs the neighbors and prevents them from sleeping.
During the day it is different as there are times when it is permissible. Although in the ordinance of the Municipality of Burgas, it is written that noisy parties are prohibited even in private properties. Anyone who wants to can’t just put on two powerful speakers with a sound system and celebrate because they are on their own property.
Cases from practice
I have had a case with an establishment in Obzor, but in the Municipality of Nessebar there is such a department and team, they have special norms for noise and requirements for soundproofing the establishments. Inspections are carried out with the relevant inspectors from the RZI, the noise levels are measured and in case of excess, despite the insulation that every such establishment must have so that the noise does not escape outside, acts are drawn up and the owners are fined for not complying with the requirements. This applies to every single establishment.
Years ago, in Burgas too, we had problems with restaurants in the Sea Garden, which spread to several neighborhoods. Thank God at the moment there are no such complaints from citizens of Burgas – that loud music is heard.”
