1. Handled by the Licensing Office of the Transport Department

The application fee can be paid in cash, Faster Payment System (FPS), EPS or crossed check (payable to: “The Government of the HKSAR”).

*Applicants who go to the Kowloon Licensing Office must pick up tickets on-site on the same day before waiting for counter services to apply. Same-day chips are distributed at 9 a.m. and 2 p.m. every working day.

2. Apply by mail

Mail the form, documents and crossed check to the Kwun Tong Licensing Office of the Transport Department, P.O. Box 68115, Kwun Tong, East Kowloon. For safety reasons, members of the public should send mail by registered mail. After receiving the documents, the Transport Department will send the international driving permit to the applicant by registered mail within 10 working days from the date of receipt of the application.

3. Apply online

“Smart Convenience+” users or applicants holding valid personal digital certificates can apply online through the Hong Kong Government One-stop and use credit card (Visa, MasterCard, JCB or UnionPay), Faster Payment System (FPS) or Payment System ( PPS) online payment. The Transport Department will send the International Driving Permit to the applicant by registered mail within 10 working days from the date of receipt of the application.
