The largest bar association in the country, Taipei Bar Association (referred to as Taipei Lawyers Association), in 2020, it was discovered that Li Xueqin, a senior former accountant who had served for more than 20 years, emptied more than 60 million yuan. On January 11, 2024, the High Court sentenced Li to 7 years for business embezzlement. However, at the time of the case, a lawyer estimated that the amount of money evacuated would be more or less, probably close to 100 million yuan. Unexpectedly, “it became a prophecy.” On February 29, 2024, the Taipei District Prosecutor’s Office believed that Li Xueqin had also secretly cheated more than 2,900 yuan. Li Xueqin was previously accused of embezzling 60 million yuan of public funds from the Bar Association from 2013 to 2020. The Taipei District Court sentenced Li Xueqin to 4 years in prison at the end of 2022. After appeal, the High Court believed that the first trial was too lenient and sentenced Li to 7 years in prison. As a result, the Taipei Lawyers Association continued its audit and found that she had also illegally embezzled more than 29 million yuan from 2009 to 2012. It also sued her for embezzlement, and the Taipei District Prosecutor’s Office sued Li again.
The origin of this case was that Li Xueqin “surrendered” to Beilu Secretary-General Zheng Kaihong at the end of 2020. After admitting to embezzling public funds and repaying part of the amount, she was fired and sued by Beilu.
Later, Beilu conducted a careful inspection and found that Li had a deficit of 6.4 million yuan in 2020. She made up the difference of more than 4 million yuan in February of the following year. Beilu’s supervisory meeting still felt that something was wrong and began to find an accountant to conduct a forensic accounting investigation. As a result, the accountant discovered that in the previous year, that is, in 2019, Beilu had been misappropriated by Ms. Li of more than 6.89 million yuan. In 2017 and 2018, more than 7.85 million yuan and more than 6.71 million yuan were misappropriated respectively. Then the amount of the deficit discovered snowballed. It’s getting bigger and bigger, with A taking away between NT$6 million and NT$9 million almost every year.
Bei Lu found out that between 2013 and 2020, Bei Lu was robbed of more than 60 million yuan by Li’s daughter A. However, some lawyers roughly estimated that the amount of money taken out was at least 70 million yuan, while others estimated it to be close to 100 million yuan, leaving the outside world stunned. Many lawyers feel deeply ashamed of family scandals. The outside world is shocked that Beilu is rich but has poor internal controls. They are also surprised that Beilu, which currently has 8,200 members, did not have an accountant audit for decades before the evisceration case broke out. The audit was incredible.
