The city of Frankfurt has not yet been built to the end. But the head of planning wants it to grow sustainably.

When will the time come that the increasingly densely built-up Main metropolis will no longer tolerate any more residents? The answer of the SPD planning officer is: That cannot be prescribed. “Freedom of movement applies in Germany.” Anyone looking for luck in Frankfurt because they can find work or training here should also be able to live in the city. You can’t just draw a line with 800,000 inhabitants – and push the eight hundred thousand first to Offenbach, said Josef on Thursday at the Heuer Dialog conference. The focus of the event was the situation on the housing market.

So that as many people as possible can still afford to live in the city, Josef wants to set reasonable framework conditions: “Growth must be social and sustainable.” For him, this includes, for example, the building land decision. With the instrument, the city obliges builders to also build subsidized apartments in new projects and to share in the costs for the infrastructure – schools, daycare centers, transport connections, green spaces – that are triggered by the projects. In the past, individual urban planning contracts were negotiated with investors. There are now fixed specifications that apply to all builders. For example, there are fixed quotas for the housing mix: a certain proportion of subsidized and cooperative housing as well as rental housing is stipulated.
