Chief Executive Lee Ka-chao has made a major move recently, but the public seems not to have noticed. He upgraded the question-and-answer meeting of the Chief Executive’s Legislative Council to an “interactive question-and-answer meeting”, which will be held for the first time this Thursday (May 18). In the past, the chief executive’s question-and-answer meeting was a meeting where members of parliament beat up the chief executive. The new interactive Q&A will have two features: 1. Emphasize interactive communication and build consensus instead of playing opposition politics; 2. Set the topic of communication, exchange opinions on major macro policies, and enhance Hong Kong’s overall overall view .
At the first exchange meeting, Chief Executive Lee Ka-chao made it clear why he needed to change. He said: “I often think about what is the highest state of patriots governing Hong Kong, and what kind of construction power they can create. For patriots to exert greater power and value in governing Hong Kong, there must be at least three elements. The first is to work together and gather strength. Cooperate and work together for the only goal; the second is interactive consensus, members and officials build consensus through interactive communication to achieve the same goal; the third is the height of vision, patriots governing Hong Kong look at problems not only from trees, but also from forests. Starting from the overall situation, the national outlook, and the international outlook, we will jointly build Hong Kong and strive to create a world-leading winning force.”
The first chief executive interactive exchange question-and-answer meeting demonstrated how the new format works. This mode of opposition politics was supposed to encourage parliamentarians to monitor the government. But then there was a twist, from questioning to cursing, from verbal to physical, Leung Kwok-hung and Huang Yumin began to throw bananas and cups and harass the parliament. After that, it became more and more intense, and in 2019, the meeting was repeated frequently, and the chief executive’s question-and-answer meeting became a venue for radical performances. In the end, the chamber of the Legislative Council was no longer enough for the radicals to give full play, and it eventually turned into a chaos of throwing petrol bombs on the streets.
This political distortion has completely lost the spirit of democracy. Originally, a democratic political system seeks the best decision through rational discussion. But when it evolves into opposition politics, where parliamentarians oppose for the sake of opposition, and even radically obstruct every policy of the government, and use violent means to overthrow the government, this system will simply explode.
Since the reunification, Hong Kong has wasted too much energy playing opposition politics, so that it has not focused on development at all. The chief executive switched to a new interactive question-and-answer format in the Legislative Council. It seems that he wants to establish a brand-new executive-legislative relationship, so that Hong Kong can concentrate on improving the quality of decision-making and start anew.
