Today, April 3, MP Zhyldyz Taalaibek kyzy, at a meeting of the Jogorku Kenesh Committee on International Affairs, Defense, Security and Migration, was indignant at the fact that the projects concluded in 2013-2015 have not yet been completed.

“We are now considering the ratification of the grant agreement,” she turned to Deputy Finance Minister Ruslan Tatikov. “Unfortunately, I don’t know how these 21 projects that were concluded in the past were drawn up. But according to the loan agreements that our convocation is considering, the salaries of experts are included in all projects. Why does the EBRD require the ratification of a grant agreement that only pays the salaries of seven experts? In addition, why are projects that started implementation, for example, in 2015, still not completed? For example, the water supply project in Naryn was only 60 percent completed in eight years, while in Tokmok it was 34 percent complete. How will these seven specialists move the projects forward?

In turn, parliamentarian Adakhan Madumarov asked if the cabinet of ministers has the right to sign international loan agreements without the Jogorku Kenesh.

“According to the agenda of the meeting before you, the Ministry of Foreign Affairs submitted a bill to us for consideration, where it proposed to make changes according to which the Cabinet of Ministers can sign credit agreements itself,” he said. – Why do you want ratification if it is a grant that goes only for salaries?

Deputy Finance Minister Ruslan Tatikov explained that this is a requirement of the EBRD.

– This is the requirement of the EBRD, they give a grant for the salaries of experts, but they ask for exemption from taxes, – he replied. – Exemption from taxes always goes through the ratification of the JK.

However, the deputy explained that his warning is manifested in practice.

“That’s exactly what the EBRD’s requirement is,” he continued. — International organizations demand ratification by the Jogorku Kenesh of international agreements. This is a clear example of what problems there may be in the future with obtaining loans and grants if the HC is deprived of the right to control the use of loan funds.
