In the Altai Territory, registration and marking of dogs has been made mandatory. The innovation comes into force in January 2025. Moreover, if registration is free, then marking will cost the pet owner money. However, if you hurry, you won’t have to pay for microchipping an animal: as reported by the Veterinary Department of the Altai Territory, this procedure will be free until the end of February. Why is dog registration mandatory? Is there such a law?
Eat. On October 4, 2024, deputies of the AKZS adopted Law No. 62-ZS “On the regulation of certain relations in the field of treatment of animals in the Altai Territory.” According to this law, from January 1, 2025, marking and registration of dogs in the region becomes mandatory.
It is expected that the law will increase the responsibility of pet owners, will help reduce the number of stray animals in the Altai Territory, and will also help prevent cases of cruelty. And most importantly, the number of cases of dog attacks on people will be reduced.
And how will registering dogs help with all this?
As explained by the Veterinary Department of the Altai Territory, when registering and marking an animal, data about it and its owner will be entered into a special information system, and the dog will be assigned a “unique identification number.” And if suddenly the pet is lost or thrown into the street, then this number will allow you to identify the owner of the animal. And, if necessary, bring him to justice.
I don’t have a dog, but I have a cat. Does it also need to be registered and labeled?
Only at your request. According to the law of the Altai Territory, only dogs are subject to mandatory registration.
What dogs and at what age do I need to register?
All dogs owned by individuals or legal entities, regardless of breed. They must be registered from the age of three months.

Who and where will carry out registration and marking?
Registration of pets will be carried out in institutions of the state veterinary service of the Altai Territory.
Such institutions are located in all municipalities of the region.
How much will the registration and labeling procedure cost?
Dog registration will be free of charge.
Labeling – at the owner’s expense.
But to encourage the most responsible dog owners, it will be temporarily made free.
According to the Veterinary Department of the Altai Territory, in January and February, specialists from the state veterinary service will carry out the marking procedure free of charge.
You will only need to purchase (for money) an electronic chip or an ear tag.
After February, a special price list for markings will be approved. And then your pet can be microchipped at any veterinary clinic.

When will they start registering dogs in the region and how will this happen in villages?
The dog registration campaign in the Altai Territory will begin immediately after the New Year holidays, on January 9, the veterinary department reported.
In each settlement of the Altai Territory, a schedule will be developed with municipal administrations, in accordance with which veterinary service employees will register and mark dogs. Residents of these settlements will be informed about the schedule through the media, social networks and instant messengers.
A large-scale pet registration campaign is planned to be carried out from January 9 to February 28, 2025.

What is the penalty for not registering a dog?
Fine. If the owner of a dog does not comply with the legal requirement for its registration and (or) marking, then he faces a warning or an administrative fine in the amount of three to five thousand rubles.
Fines for negligent owners will begin on July 1, 2025. Dog owners are given six months to get used to the need to register their pet and still do it.
