On October 8, 2020, in Villepinte (Seine-Saint-Denis) Emmanuelle Wargon discovered the Parc de la Noue, its 757 mostly degraded housing units, its car wrecks at the foot of the buildings as well as the Orcod-IN, a strange acronym whose name is more reminiscent of a drug than a large-scale urban planning operation and which refers to an “Operation to requalify degraded condominiums of national interest”.
