During the year 2023, the House of Representatives approved a package of important laws in various economic, social, and security fields, amounting to approximately 183 laws, including 122 financial laws related to the final accounts of the budget and the general state budget, in addition to 26 laws related to oil and gas exploration.
It also included legislation to ease the burdens on citizens, facilitate procedures for Egyptians abroad, support investment, export and industry, and increase state resources, in addition to legislation to protect women and children and support the family. The details of these legislations are as follows:
First: Legislation to reduce burdens
The Council approved a package of legislation to ease the burden on citizens due to rising prices in implementation of the President’s directives, such as the law to accelerate the due date for periodic bonuses, grant a special bonus to those not covered by the Civil Service Law, increase the additional incentive for state workers, decide a special grant for workers in public sector companies and the public business sector, and increase… Civil and military pensions, amending some provisions of Law No. (415) of 1954 regarding the practice of the medical profession, and amending some provisions of the law regulating the affairs of members of the medical profession working in entities affiliated with the Ministry of Health and Population who are not subject to special laws or regulations issued by Law No. (14) of 2014. And amending some provisions of Law No. (212) of 2020 amending some provisions of the Education Law promulgated by Law No. (139) of 1981 and Law No. (103) of 1961 regarding the reorganization of Al-Azhar and the bodies it includes.
As well as a law to determine an exceptional cost of living allowance for employees subject to the Civil Service Law and workers not subject to it, and to determine an exceptional grant for employees of public sector companies and the public business sector, and to grant pensioners or those entitled to them an exceptional grant amid parliamentary praise for the decisions of the political leadership to ease the burden on citizens and the bias in support of justice. Social Affairs, and also approved a law amending some provisions of the Income Tax Law promulgated by Law No. 91 of 2005 to achieve more tax exemptions and raise the tax exemption limit.
Second: Legislation to support the economy
It included a package of laws to encourage investment, advance development, support industry, exports and small projects, and develop Egyptian ports and raise their efficiency, such as:
– Amending the Investment Law promulgated by Law No. 72 of 2017
Which aims to enhance the investment climate in Egypt and encourage foreign direct investment, by increasing some of the special incentives granted to investment projects, addressing the mechanism for developing the investment map, and expanding the scope of companies that may be granted a single approval to establish, operate, and manage the project, which helps in establishing larger investment projects. The draft law works to develop a legislative treatment for the issue of hazardous waste leaving the free zones into the country. The draft law also aims to provide an additional investment incentive with special specifications and controls to attract more industries in different regions of the country.
– A law canceling the exemptions granted to state agencies in investment and economic activities
It aims to cancel all exemptions from taxes and fees assigned to state agencies in investment and economic activities to improve the investment climate and work to encourage it by ensuring fair opportunities for all investment and economic activities in the financial transactions regulating those activities, supporting free market economies, and creating a competitive investment environment that encourages investors to invest More investments, which will help advance the national economy and improve its indicators.
– Law regulating the status of unlicensed industrial establishments
– A law to reorganize the General Meteorological Authority “to control the frameworks for dealing with its services, encourage scientific research in it, and attract foreign investments to it.”
– A law regarding the daylight saving time system “to rationalize energy and economically operate it in light of the economic conditions and changes the world is witnessing.”
– A law establishing tourism chambers and organizing a union to “support and revitalize tourism and raise its efficiency and level of performance.”
– Amending Law No. 121 of 1982 regarding the register of importers
– The Egyptian Export and Investment Guarantee Agency Law “to support Egyptian exports and enhance their regional competitive capabilities.”
– Amending Law No. (13) of 1976 establishing the Nuclear Power Plants Authority for generating electricity
– Amending the Micro, Small and Medium Enterprises Development Law promulgated by Law No. 152 of 2020
– A law granting a commitment to finance, design, construct, manage, operate, maintain, and redeliver the container terminal (2) in East Port Said Port to the Suez Canal Container Company, “an Egyptian joint stock company.”
– A law granting the obligation to design, construct, manage, operate, maintain, and redeliver a multi-purpose terminal at East Port Said Port to Sky Ports Co. “under establishment” under the system of special economic zones.
– A law granting the obligation to build and develop the superstructure, use, manage, operate, exploit, maintain, and redeliver a multi-purpose station within the scope of the Safaga sea port in the city of Safaga, to the Safaga Station Operating Company, an Egyptian joint stock company under the system of private free zones – under establishment.
– Two laws granting the obligation to build and develop the superstructure, use, manage, operate, exploit, maintain and redeliver a container terminal at Berth (100) in the port of Dekheila – Alexandria, and a container terminal in the port of Ain Sokhna, “so that Egypt becomes a global center for trade and logistics.”
Third: Legislation to support the family
The Council approved legislation to support women and children, which represents a victory for the Egyptian family and the rights of children and mothers guaranteed by the Constitution, including:
– The law to reorganize the National Council for Childhood and Motherhood and to amend some provisions of the Children’s Law promulgated by Law No. 12 of 1996, which the representatives of the Council hastened to present in implementation of the constitutional obligation, and in line with the National Strategy for Human Rights launched by the President of the Republic, and to assist the state in performing its external tasks for its To glorify Egypt’s international position towards childhood and motherhood.
– Amending the Penal Code to tighten penalties for harassment, bullying, and exposure to others in public places
– Amending the Children’s Law promulgated by Law No. (12) of 1996 aims to increase the penalty for some violations of the provisions of the Children’s Law, as well as criminalizing some of the new forms that have emerged from practical reality, in a way that achieves general deterrence on the one hand, and on the other hand the draft law aims to encourage Sponsoring children by granting the foster mother or custodian of a child less than six months the leave granted to a natural mother. The draft law also allows the court to order that the violator be subjected to rehabilitation and training programs instead of custodial penalties, to correct the behavior of children and provide them with more social protection.
– Amending some provisions of Law No. 204 of 2020 regarding the State Award for Young Innovator.
Fourth: Social laws
– Amending Law No. (161) of 2022 regarding granting some facilitations to Egyptians residing abroad, in light of the keenness to meet the demands of Egyptians residing abroad and to provide more tax exemptions to encourage them.
– A law to reconcile some building violations and legalize their status, by approving more facilitations in response to the demands of millions of Egyptians to legalize their status regarding building violations in a way that preserves real estate wealth and protects agricultural land.
– Law establishing the Egyptian Intellectual Property Authority.
– Law regulating the possession of dangerous animals and the ownership of dogs.
– Amending Law No. (8) of 2009 regarding the protection of manuscripts.
– The National Alliance for Civil Development Action Law
Which aims to establish a national coalition for civil development work (non-profit) that has legal personality and enjoys technical, financial and administrative independence, with the aim of deepening the concept of volunteering in civil work and community development, and mobilizing individual and collective efforts to bring about further social and economic development, establishing service and development projects, and supporting… Implementing the work of social development initiatives projects, in cooperation with civil society organizations and relevant state agencies.
– The Qaderoon Fund Support Law, which aims to provide sufficient support to finance the Qaderoon Fund Differently to enhance the social, economic and other protections established for persons with disabilities.
Fifth: Legislation to increase resources
– Amending the Income Tax Law promulgated by Law No. (91) of 2005 and amending some provisions of Law No. 182 of 2020 by canceling the exemption imposed on returns on treasury bills and bonds or capital gains resulting from dealing in these bills and bonds from income tax.
– Amending the Stamp Tax Law promulgated by Law No. (111) of 1980, Law No. (147) of 1984 imposing a fee for developing the state’s financial resources, and Law No. (24) of 1999 imposing a tax for entering theaters and other entertainment and entertainment venues.
Sixth: Security legislation
– Amending Law No. (91) of 1975 establishing the Police Academy
– Amending Law No. (26) of 1975 regarding Egyptian nationality
– Amending Law No. (109) of 1971 regarding the Police Authority to achieve job stability for members of the Police Authority and consolidate the values of discipline in line with recently issued legislation.
– Amending Law No. (58) of 1978 regarding mayors and sheikhs
– Amending the Nasser Military Academy System Law for Postgraduate Studies promulgated by Law No. 128 of 1981
Seventh: 122 Financial Law
The laws approved by the Council included about 122 financial laws and included 58 draft laws related to linking the state’s final account for the fiscal year 2021/2022, which is a law linking the final account to the state’s general budget for the fiscal year 2021/2022.
And laws linking the final accounts of the budgets of public economic bodies for the fiscal year 2021/2022, numbering 55, and a law linking the final accounts of the budget of the National Authority for Military Production for the fiscal year 2021/2022.

The financial laws also included the state’s general budget laws and the plan, numbering 63 laws, including the law approving the economic and social development plan for the fiscal year 2023/2024, the law linking the state’s general budget 23/24, the 59 budget laws for public economic bodies, and the budget law for the National Military Production Authority. The Council decided to refer the recommendations. contained in the general report of the Plan and Budget Committee regarding the budget to the government to take the necessary action regarding it. In addition to a law to open an additional appropriation in the state’s general budget for the fiscal year 2022/2023.
This is in addition to 26 laws for searching for and exploiting oil and gas in some areas within the Arab Republic of Egypt in support of the national economy.
