Both can. I just saw in the PS5 menu that you can force it for any game. But most games have a 60fps or 30fps target. The implementation at Horizon is different, they release 120 fps and let VRR solve it, because you will never reach that 120 anyway. And the result may be there.
VRR is fairly new on the PS5, so all games so far try to do a decent 30/60 or (very rarely) 120 and hit that to have the game “stable”. The system-wide vrr thus solves the problem for games that do not reach their target. Just think of Elden Ring. Great game, but technically they can do with that engine anyway. Things really can’t take anymore.
