Sony has not yet decided.

According to unofficial sources, Sony Interactive Entertainment and Guerrilla Games have yet to decide whether Horizon Forbidden West will be released in 2021 or whether to postpone it to 2022.
This is said by Jeff Grubb, the source of various unofficial information that was later confirmed, who claims to have been informed by a source about the strong likelihood that Guerrilla will decide to postpone Horizon Forbidden West to 2022.
Sony has already said it won’t compromise the quality of Horizon Forbidden West and if it has to postpone the game it won’t hesitate, especially at this stage when the COVID-19 pandemic still puts restrictions on studios.
Grubb says the announcement of the postponement could be made in September at a new State of Play. “I think they’ll have a State of Play in September to say ‘here’s some stuff we’ll have in the fall, here’s some exciting stuff, don’t worry,’ but then I think Horizon Forbidden West will be pushed back to 2022.”
Hermen Hulst of PlayStation Studios said the quality of Horizon Forbidden West won’t be compromised to meet a date, and Grubb says they haven’t decided what they’ll do yet, but 2022 looks like a strong probability.
