KOMPAS.com – The government through the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (KemenpanRB) confirmed that the honorary status will be completed in 2023, so that there are no longer honorary employees in government agencies.
Menpan RB Tahjo Kumolo emphasized that from 2023 there will only be two types of government employees, namely Civil Servants (PNS) and Government Employees with Work Agreements (PPPK).
“Government agencies are given the opportunity and time limit until 2023 to resolve the problem honorary staff which is regulated through PP,” said Tjahjo in a written statement received Kompas.com, Wednesday (19/1/2022).

Tjahjo said, to meet the needs related to basic work such as cleaning staff (cleaning service) and security forces (securities) are recommended to be met through power transfer (outsourcing) with general expenses and not salary costs.
Tjahjo explained, the recruitment of honorary workers that the local government continues to do is a concern in itself.
According to him, this is because it is not in accordance with Article 8 of PP Number 48/2005 concerning the Appointment of Honorary staff Become a Candidate for Civil Servants. As well as Article 96 of PP Number 49/2018 regarding First aid Management.

Prohibition of hiring honorary workers
Tjahjo said that the article clearly prohibits the recruitment of temporary workers.
“There is” honorary staff recruitment What continues to be done will certainly mess up the calculation of the need for ASN formations in government agencies,” he said.
In addition, according to Tjahjo, the recruitment of honorary workers has made the problems of honorary workers endless.
“Therefore, an understanding or sanctions are needed for agencies that are still recruiting temporary workers,” he said.

Elimination of CPNS recruitment in 2022
Tjahjo also said that in 2022 the government will only recruit Government Employees with Work Agreements (PPPK).
“For the 2022 CASN Selection, the government focuses on PPPK recruitment, and this year, the formation for CPNS is not available,” explained Tjahjo.
Reflecting on policies in developed countries, there are only a few civil servant or policy makers (PNS) and the number of government worker/public services (PPPK) more.
“Referring to these good examples, the Indonesian government needs to follow the steps that have been taken by various developed countries as a step to quickly modernize the bureaucracy,” he said.
As for the 2022 PPPK recruitment decision, according to him, it is stated in the PANRB Ministerial Letter No. B/1161/M.SM.01.00/2021 dated 27 July 2021 regarding the Procurement of ASN in 2022.
Where the 2022 CASN selection is focused on recruiting educators, health workers, and extension workers.
