The home delivery of gases for medical use is reserved for community pharmacists and, by way of derogation from the pharmaceutical monopoly, for legal entities that comply with good distribution practices defined by order of the Minister responsible for health and authorized by the regional health authority. they belong. They are authorized to carry out this activity under the responsibility of a pharmacist registered in the order of pharmacists in section A, D or E.
These compound medical oxygen delivery facilities may have one or more attachment sites. Each opening of a connection site must be the subject of an authorization request dossier with the Director General of the Regional Health Agency of the region where this site is located.
Supply structures
Each delivery facility may have one or more attachment sites from which the home delivery of oxygen for medical use is carried out. The geographic area served by the attack site must allow intervention, from the attack site to the patient’s home, within a maximum of three hours on the road (under normal traffic conditions). The annexed site, within the geographical area, can have a maximum of 3 additional storage sites.
Home delivery is made under the responsibility of a pharmacist registered with the Order of Pharmacists in section A or D and covers all the operations necessary for the correct delivery of oxygen for medical use and of the medical devices associated with the patient.
The delivery facility must have trained and authorized personnel the provision of oxygen at home according to good practice (including the responsible pharmacist). It is therefore responsible for organizing continuing training and access to continuing professional training for staff.
The authorization request
Any request to create an attached site must be sent to ARS Auvergne-Rhône-Alpes via the “Simplified Procedures” platform according to the following procedure:
- fill in the file of the authorization application in word format (download below);
- import the file on the “Simplified Procedures” platform via this link: www.demarches-simplifiees.fr/commencer/oxygene281022
- complete the attachments on the platform.
Any request for documents, acknowledgment of receipt or various correspondence is then made only through the messaging system of the platform.
Once the file is completed, it is sent to the competent section of the Order of Pharmacists (Regional Council for Pharmacists referred to in Section A or Central Council in Section D) for an opinion. In the absence of a reply within 4 months, the request is to be considered rejected.
Change authorization
Any substantial modification of your authorization (geographical area, responsible pharmacist, opening of an additional storage site, type of activity, etc.) must be subject to a request sent under the same conditions through the “Simplified Procedures” platform, via this link: www.demarches-simplifiees.fr/commencer/modification-oxygene281022
