For the bedridden patients of Salerno to obtain theIntegrated home care it’s a real undertaking. Because theLocal health authority requires, as essential requirements, to start the process, or that the patient has a bladder catheter or bedsores. Or, secondarily, that he needs oxygen, certified by a therapeutic plan. In essence, those who are bedridden but do not suffer from these pathologies do not have the right to the assistance provided by the Adi, even if they cannot walk on their own legs and have other problems, even very serious ones.
The contradiction
A real contradiction, considering that on the ASL’s own web page there is no mention of the catheter and sores as a sine qua non condition for having the right to theAdi. But, on the contrary, it is specified that assistance is «aimed at ensuring the person’s family real support; improving the quality of daily life and delaying the need for residential care over time; stabilizing the person’s clinical picture following hospital discharge; ensuring continuity of care between the health, social-health and social systems; preventing/limiting, where possible, the deterioration of the person in fragile conditions». Instead, none of this is guaranteed, because in fact many patients who would need and have the right to be assisted, find themselves without any form of support, as they do not present the characteristics that the doctor who should certify the condition of fragility, through a home visit, lists by telephone as essential. But of which there is no trace in the online pages of the ASL, in which Home Care is discussed.
