Possible changes to the rules on the assignment of credits for building bonuses take shape. After the slowdown of the banks, less and less willing to acquire credits due to fiscal capacity problems (see Sole 24 Ore on Thursdays and Wednesdays), work has begun to develop concrete solutions that can avoid the complete blockade of the market.

Two, in particular, have already been identified by the technicians of the sector and are landing on the tables of Parliament and Government: always allow the bank-account holder transfer (and not only in the fourth step) and weaken the ban on fractional transfer, which will start from 1 ° May, opening to the transfer of single annuities.

“The situation is very worrying – explains the president of Ance, Gabriele Buia -. We thought that the fiscal capacity of the banks would not have saturated so quickly, but there has been a stratospheric increase in the cases presented: now the blocks we are seeing these days risk putting companies operating on the market in difficulty. We must intervene ».

Work is being done on changes in the transfer rules

In concrete terms, work is already underway on possible changes to the rules on transfers, limiting the corrections just brought by the Chamber: “We are working on an amendment that we will propose in the next few days and which can be hosted by the first useful regulatory vehicle,” adds the president Ance. One possible destination is the conversion law of the Ukraine decree (Dl 21/2022), under discussion in the Senate.

Vehicles aside, the goal is to make the fourth transfer route, already opened with the Bill decree, more viable. In this sense, we are thinking of two interventions: «It is necessary – says Buia – to allow banks to transfer credits to their account holders, even without having completed all three transfer steps; they must be able to immediately discount these credits ”. In this way, they can free up fiscal capacity.
