As reported, the Zweckverband would have been unable to pay at the beginning of the year if the market town of Hohenwart had not lent it any money. The association finally had to settle bills, including for renovation measures on the pipeline network in Oberlauterbach, in Mhlweg in Waidhofen and in the course of the B-300 renovation near Weichenried. The first improvement contributions were collected in the summer.
Inventory plans are updated
As Florian Schrder, the specialist in contribution law at the Hohenwart City Hall, explained in the latest special-purpose association meeting, numerous changes to the land and floor area figures of the individual properties, which are important for the calculation of contributions, have been identified. This is about 200,000 square meters of land and 10,000 square meters of floor space. When the contribution notices were sent out, figures from 1999 were used as a basis – the most recent ones available to the Zweckverband. The citizens concerned were then able to communicate changes.
Because the total sizes in the supply area have also changed with these new figures, the rates for the manufacturing contributions had to be adjusted. In contrast to the improvement contributions that have to be paid for a specific measure for each property connected to the water supply network (in this case for the renovations in Oberlauterbach, Waidhofen and Weichenried), production contributions are only due when a property is developed for the first time. They are, so to speak, a summation of all the improvement contributions that should have been paid up to now. And for these manufacturing contributions, the association meeting has now decided on the new rates proposed by Florian Schrder. In the future, 5.18 euros are due per square meter of floor space (previously it was 5.05 euros). Things get a little cheaper with the land area, here the value drops from 1.34 to 1.29 euros per square meter.
2.8 million euros in three installments
In the same meeting, the association also decided on the new statutes for improvement contributions. This is a total of 2.8 million euros that the property owners in the supply area of the Paartal group have to pay. At the end of October, a quarter of this sum is to be requested in a first installment, said Schrder, and 50 percent in a second installment in the summer of next year. When in 2023 or 2024 all construction works that are paid for with this money have been completed and the specific total costs have been determined, the actual improvement contributions should be calculated and the final installment demanded. That would be if the costs at the end of the now estimated 2.8 million euros, that is another 25 percent. For the time being, the calculation basis is 31 cents per square meter of property and 1.25 euros per square meter of floor space, whereby the directive of the head of the association Jrgen Haindl (FW) should continue to be adhered to that an average single-family house does not have to pay more than 500 euros a year for improvement.
Zweckverband uses existing construction pits
These new improvement contributions are used to pay for four construction projects. First there are the water pipe renovations on the market square in Hohenwart and in Strobenrieder Strasse in Diepoltshofen. The water authority uses the opportunity here that the streets have to be torn up anyway due to other construction work – in this case the laying of a geothermal line and sewer rehabilitation. It is similar with the new laying of the overland pipeline between Diepoltshofen, Waizenried and Strobenried, including the new pressure increase system: a cycle path will soon be built here. And finally, the Paartalgruppe wants to improve the connection to the pipeline network of the Pfaffenhofener Stadtwerke near Tegernbach. It serves as an emergency network. In the future, the connection should be constantly active and thus be able to transfer water from one supplier to the other’s network more quickly if necessary.
In addition, the association wants to renew the water pipes from the 1960s in the Waidhofener Straen Am Graben, Blumenstrae and Sudentenstrae before the streets are rehabilitated. A plan is now drawn up for this, which then also shows what the whole thing will cost. This is therefore not part of the new contribution to improvement.SZ
