The Planning Authority of the Historic Center (APLAN) and the National Records Center (CNR), carried out on Monday of this week at the National Library (BINAES), the signing of an Interinstitutional Cooperation Agreement that seeks to create interinstitutional conditions related to registry and cadastral services, as well as commerce, intellectual property and movable guarantees.
These services will be provided within the territorial delimitation of the Historic Center of San Salvador through the Single Window, offering a strategic solution by concentrating multiple services in one place. In addition to simplifying procedures, it will streamline administrative processes for citizens and investors.
In March 2023, through Decree No. 707, the Law creating the Planning Authority of the Historic Center of San Salvador Centro was approved, a decentralized Public Law entity responsible for regulating, qualifying, approving, supervising projects and rehabilitation, restoration, maintenance and economic-social and urban development works of a delimited Historic Center area where economic development based on tourism and culture is encouraged.
Morena Valdezhead of the Ministry of Tourism, expressed that this agreement continues to contribute to strengthening the Historic Center, taking into account that it is the second most visited tourist destination in the country by nationals and foreigners.
This strategic collaboration between the Authority and the CNR is essential to further strengthen the attractiveness and functionality of the Historic Center. The initiative reflects a firm commitment to the socioeconomic, tourist and cultural development of the destination. He also pointed out the importance of the establishment of the country’s first Single Window, establishing a crucial benchmark by guaranteeing efficiency in the management of procedures in a single place, facilitating the process for both citizens and investors.
For Camilo Trigueros, this agreement represents a joint effort under the Government of President Nayib Bukele. Now there will be legal certainty of all the assets that are within the delimited area, not only will they be visible, but they will enjoy registration publicity. “As CNR, we will work closely with the Authority so that all those who approach the Single Window can request services such as: cadastral locations, certifications of cadastral denominations, remeasurements, literal and extracted certifications, property meetings, among others,” he pointed.
For his part, Manuel Joachin expressed his deep enthusiasm at the signing of this momentous agreement, highlighting its importance in the revitalization of the Historic Center. This agreement marks a milestone in the search for socioeconomic, tourist and cultural development of the region by encouraging the arrival of both national and foreign investments, which will lead to the creation of formal and decent jobs for the community.
The Historic Center encompasses an approximate perimeter of 790,615.00 m² and within it there are national assets protected by the State. Now, through this important agreement, it will have an orderly environment, duly identified and with legal security, consolidating itself as an attraction for all Salvadorans and a destination of interest for both tourism and investment.
The implementation of this Single Window marks a paradigmatic change in public managementoffering a more efficient and transparent experience that will contribute to the socioeconomic development of the Historic Center.
