A project to address the problems of flooding and water pollution in Ho Chi Minh City
The city of Ho Chi Minh City, economic center and 1time Vietnam city with 8 million inhabitants, suffers from recurring problems of flooding and water pollution. Reducing pollution in the waters of the Dong Nai River watershed, to which the Saigon River belongs, has become a priority for local authorities. Ho Chi Minh City was until recently without significant capacity for treating urban wastewater.
The World Bank launched in 2002 the project Ho Chi Minh City Environmental Sanitation (HCMCES) to develop the sanitation infrastructure in Ho Chi Minh City for the North (Nhieu Loc-Thi Nghe) and East (District 2) parts, i.e. 1.4 million inhabitants. The first phase consisted of setting up a drainage and sanitation network in the Nhieu Loc Thi Nghe watershed. Following this work, the collected wastewater was discharged into the Saigon River without treatment. For the second phase of its project, the World Bank entrusted the French company SCE with the feasibility study for the construction of a wastewater treatment plant in Nhieu Loc-Thi Nghe. SCE was granted a FASEP by DG Trésor to carry out this study, the final beneficiary of which was the People’s Committee of Ho Chi Minh City.

This feasibility study included the entire technical study of the transfer pipeline (8km for a diameter of 3.2 m) as well as the construction plan of the wastewater treatment station, with a flow rate of 480 000 m3 / day for the first phase. At the request of the client, SCE provided a comparative study on biological wastewater treatment technologies. In parallel, SCE carried out the institutional, economic and financial aspects of the feasibility study, with funding from the People’s Committee.
The leverage effect of this study was particularly important for the French technical offer, especially since this FASEP was in line with the priorities of multilateral donors and a World Bank program. Following this FASEP, the contract for the construction of the first phase of the THẠNH MỸ LỢI wastewater treatment plant for the Nhieu Loc – Thi Nghe basin (210 million euros) was won in March 2019. by the Acciona Agua – Vinci Construction Grands Projets consortium following an international call for tenders for DBO (Design, Build, Operation). The works must be completed in 2024 for the construction phase and the Acciona Agua – Vinci Construction Grands Projets consortium will then have to operate this station for 5 years (duration of operation, training and technology transfer) before the transfer of the treatment station to the customer. The technology of the VINCI / Accciona wastewater treatment plant is an MBBR (Moving Bed Biofilm Reactor) process that integrates biological treatment reactors (MBBR), lamellar settling tanks and disinfection, sludge treatment and odor treatment are also treated organically.
By treating wastewater from the Nhieu Loc-Thi Nghe basin, the wastewater treatment plant is expected to be an essential part of Ho Chi Minh City’s second environmental plan and benefit more than one million residents. The site employs up to 800 local workers during peak periods and nearly 25,000 hours of training are planned during the first five years of operation to ensure the safety of all workers on the site, as well as the quality of the work. ‘work. This will ultimately make it possible to train local teams specializing in hydraulics, an asset for the future.
This project also made it possible to create a showcase effect in the region for French companies.
This FASEP has strengthened the anchoring in Vietnam of the SCE company, through better visibility of the group with multilateral donors on sanitation and drainage issues.
This reference enabled SCE to subsequently sign other contracts relating to water purification in South-East Asia. SCE is now in charge of the preparation of a similar project, in Ho Chi Minh City, for the Asian Development Bank. FASEP has enabled SCE to strengthen its technical skills on this large-scale project.
For VINCI, this new contract resulting from SCE’s FASEP has strengthened the company’s presence in Vietnam, where its subsidiaries VINCI Construction Grands Projets and Bessac (Soletanche Freyssinet) are currently designing and building a transfer pipeline. treated water with a diameter of DN 2400 over 10 km using microtunneling technology (Pipe Jacking) to supply drinking water to the center of Ho Chi Minh City with funding from the Asian Development Bank (amount of 60 million euros). VINCI Construction Grands Projets has also supported Vietnam in numerous sanitation projects for the towns of Thai Nguyen in 2014, Vung Tau in 2015, Hoi An in 2016, and Ha Dong in 2008.
