The barriers on the Konin-Stryków (A2 motorway) and Wrocław-Sośnica (A4 motorway) sections are to disappear by December 1, 2021, the Ministry of Finance assumes, which is the author of the bill. In a press release, the ministry argued that “the new regulations will increase traffic flow and the comfort of drivers”.

– Thanks to the new method of toll collection in the free traffic system, i.e. passing without stopping, we will increase the capacity of state highways – says Tadeusz Kościński, Minister of Finance, Funds and Regional Policy.

To introduce the novelty, changes to the current toll collection system will be necessary. Today, the driver has to stop at the Toll Collection Area (MPO), collect the ticket, or pay the toll and then wait for the barrier to be lifted. After all, it may enter or exit the highway.

After the new one, the driver will use the e-TOLL system (which will replace the current one – viaTOLL), in which he will have access to all data, documents and services after logging in. A simplification is to be a limited scope of data required for registration and no need to conclude a contract.

The Ministry of Finance and KAS plan to introduce two ways to travel on the motorway for light vehicles, i.e. not exceeding 3.5 tons. First of all, they will be able to buy a ticket online or, for example, at a petrol station or at a kiosk (after providing the registration number). The ticket will be valid at a specific time and on a given section of the motorway, indicated by the driver.

Secondly – thanks to e-TOLL. In this case, the full settlement is to take place in the free mobile application, which is scheduled to debut in May 2021. Drivers who do not use will use the entry and exit lanes intended for them.

– We want the option to settle the toll for tolls for light vehicles using the e-TOLL PL mobile application, as an option, when the e-TOLL system for heavy vehicles is launched, i.e. already in June 2021 – informs Deputy Minister Magdalena Rzeczkowska .

The basic element of the trip payment control system will be devices (OCR cameras) used to recognize license plates. Disclosure of irregularities in the payment of fees will be the result of the ongoing process of automatic data analysis.

Failure to pay the toll for the motorway will result in the imposition of an additional toll. The additional fee will not be charged if an electronic ticket is purchased for an unpaid ride within 3 days of the end of the journey.

A supplement to the system for supervising the correctness of paying for journeys will be a road inspection carried out by customs and tax service officers as well as by police officers and road transport inspectors. If it is found during the inspection that there is no toll, the driver will receive a ticket. In this case, no additional fee will be charged.
