Highway Authority paid more than half a million for an app you didn’t use

The Puerto Rico Comptroller’s Office revealed today, Monday, that the Highway and Transportation Authority paid more than half a million for an application that it did not use.

According to the Comptroller’s report, which covers the period from January 1, 2014 to September 15, 2017, the agency had paid $ 542,691 for the application and implementation of the program AvantGard Integrity without any use, it was indicated by written communication.

After three years from the signing of the contract in 2014, the Highway Authority was not using the AvantGard Integrity application because it had not received the trainings and proceeded to cancel the contract. This situation prevented the agency’s Treasury Office from operating a system to carry out automated transactions that would connect investments with daily banking needs, Comptroller added.

The audit of the Comptroller also indicates that the 55% of bills issued by the company for the AvantGard Integrity program contract lacked the required certification.

“The regulation establishes that the contractors’ invoices must contain the information that no employee of the Authority has interests in the proceeds from the contract, that the amount is correct and that the services were rendered and they have not been paid”, Comptroller said in the press release.
