The Washington DC area suffers from serious traffic jams, especially on I-66, where around 200,000 vehicles circulate daily, experiencing up to 8 to 10 hours of congestion. In 2016, the Commonwealth of Virginia selected I-66 Express Mobility Partners to finance, design, build, maintain, and operate the express lanes on Interstate 66 outside of the beltway. This project’s primary goal is to alleviate congestion, improve safety, and provide more predictable travel times.
The new Express Lanes allow for the movement of between 2,000 and 4,000 additional people per hour once completed. The I-66 widening plan spans from the capital Beltway (I-495) to Gainesville (US Route 29) and will include three general-use toll-free lanes and two express lanes in each direction, equipped with an electronic system last generation open toll booth.
In addition to the expansion of the highway, public transportation improvements will be implemented, park-and-rides will be built, and intersection improvements will be made. In addition, 11 miles of shared-use trails will be built to connect existing and future routes, improving multimodal transportation options on I-66. Vehicles with three or more occupants may access the fast lanes at no additional cost.
In addition, improvements will be made to the design of the highway to increase safety throughout the corridor. The Highway 66 Transformation project on the outskirts of the beltway is an innovative and efficient example of a public-private partnership (P3). This project, conducted in collaboration with I-66 Express Mobility Partners, follows Virginia’s reformed public-private partnership process designed to improve accountability, transparency, and competition in P3 projects. The partnership has allowed the project to be completed at a net savings of $2.5 billion to the Commonwealth of Virginia.
In terms of investment, the I-66 Express Mobility Partners consortium, made up of Cintra, Meridiam and APG, has invested more than $3.7 billion in Virginia infrastructure during the development of the project. This investment includes 2.3 billion dollars for construction, an initial payment of 579 million dollars to the State to obtain the concession, destined to finance additional improvement projects in the corridor, 800 million dollars for the expansion of the transportation service and 350 million dollars for other I-66 corridor improvement projects over the next 50 years.
The contracting company responsible for the design and construction of the project is FAM Construction, a joint venture between Ferrovial Construcción and Allan Myers, VA.
