In the early 1980s, consideration, protection, restoration and promotion of heritage were not what they are today. Heritage was not perceived as an opportunity for tourism development or as a good for everyone. But more like a burden for many municipalities. Admittedly, a number of sites or buildings were classified as historic monuments or included on the supplementary list. Other than that, there was little. The Hautes-Alpes were even somewhat neglected by researchers, academics and other state services – such as archaeology.
