“As reconstruction regulations were eased, inquiries about the Han Riverside complex in Heukseok-dong have been steadily coming in since this year. “Some complexes are located in a location where you can directly view the Han River, so there are complexes where no transactions took place last year, but transaction volume has increased rapidly this year.” (Mr. A, a real estate agent in Heukseok-dong, Seoul)

Reconstruction of old complexes along the Han River, including Heukseok-dong (Dongjak-gu) and Gayang-dong (Gangseo-gu) in Seoul, is accelerating. It appears that complexes located in key locations along the Han River, such as Apgujeong and Yeouido, have been affected by the speeding up of reconstruction projects.

According to Dongjak-gu Office in Seoul on the 18th, Myungsoo University Hyundai and Hangang Hyundai located in Heukseok-dong recently passed the preliminary safety inspection. The two complexes that have passed the initial stage of reconstruction are expected to undergo detailed safety diagnosis procedures in the future.

Myungsoo University Hyundai is a 660-household complex completed in 1988. Han River Hyundai, located nearby, was completed in the same year and has 960 households. In the case of Hangang Hyundai, it failed the preliminary safety diagnosis in April of last year, but succeeded in passing the preliminary safety diagnosis after about a year and five months.

The two complexes adjacent to Olympic-daero are evaluated as having excellent views of the Han River even in the Heukseok-dong area. A nearby real estate agent said, “Hangang Hyundai failed the preliminary safety inspection once, but it was clear that its value would increase significantly once reconstruction took place, so there were almost no homeowners putting it up for sale.” He added, “As inquiries poured in after deregulation, two “All transactions have increased,” he said.

According to the Ministry of Land, Infrastructure and Transport’s actual transaction price disclosure system and Asil, Myungsoo Dae Hyundai, which did not make a single sale last year, has changed hands nine times this year. Hangang Hyundai made 11 transactions this year, quickly surpassing the 9 transactions last year.

The 124㎡ exclusive area of Myungsoo University Hyundai, which was traded on the 17th of last month, recorded a reported sale price of 2.25 billion won. The price rose by 170 million won from the previous reported price of 2.08 billion won in August 2021.

Complexes along the Han River in the Gayang-dong area are also speeding up reconstruction.

Apartments in the Gayang-dong area were supplied as part of the Gayang residential district construction project carried out in the early 1990s. The complexes undergoing reconstruction are complexes 2, 3, 6, and 9-2, which are pre-sale apartments. Among these, complexes 3 and 6 have passed the preliminary safety diagnosis, and the timing of application for the detailed safety diagnosis is being coordinated.

In the case of Gayang-dong, the four complexes undergoing reconstruction are all large complexes with over 1,000 households each. A nearby real estate agent said, “Wouldn’t the fact that complexes 3 and 6 have passed the preliminary safety inspection have an impact on other complexes?” and added, “If it is a reconstruction that needs to be carried out someday, it is better to do it quickly when there is a government that is friendly to the maintenance project.” “There is also,” he said.

The maintenance industry believes that the Heukseok and Gayang areas have various favorable factors, although it is difficult to directly compare them with Seoul’s key Han Riverside locations such as Apgujeong, Yeouido, and Seongsu.

Kim Je-kyung, head of Tumi Real Estate Consulting, said, “The Heukseok-dong area has a great advantage simply by being close to Banpo.” He added, “In particular, the speed of the Heukseok New Town project being carried out nearby is fast, so within the next five years, all renovations except those that are public will be completed. “It is highly likely that the project will be completed until occupancy,” he said. He added, “The advantage of the Gayang-dong area is that it has a view of the Han River and is close to the Magok area.”

The biggest variable in the future is expected to be business feasibility.

The maintenance industry believes that the floor area ratio of the reconstruction complex must be less than 200% to secure a certain degree of business feasibility. In the case of Myeongsu University Hyundai and Hangang Hyundai, the floor area ratio is 247% and 237%, respectively.

Director Kim said, “In areas with excellent business feasibility, such as the Gangnam area, even if union members’ contributions increase due to business feasibility issues, future value increases can sufficiently compensate for this. In areas where this is not the case, how much power can residents secure for reconstruction due to business feasibility issues?” “can be a variable,” he explained.
