The clinics are expanding their capacities and there are new rules for schools. And extra help for those working in the arts in Frankfurt.
No training, no museum visit, the pubs stay closed: From Monday on, people have to do without many beautiful things in their everyday life. The ordinance of the state government is aimed primarily at behavior in leisure time. The goal is to reduce contacts so that the health system does not collapse. A maximum of ten people from two households are allowed to come together in public. This does not affect the rules adopted by those municipalities where the number of new infections is particularly high. For Frankfurt, for example, the following applies: Only five people from two households are allowed to meet.
Unlike in spring, the lockdown does not affect schools and day-care centers. They should stay open if possible. In order to reduce the risk of infection there, the state government’s Corona cabinet decided on various changes, said Minister of Education Alexander Lorz (CDU). The mask requirement from class 5 applies from Monday onwards also during lessons.
The schools are encouraged to organize so-called mask breaks. Also new are the so-called constant learning groups up to the end of the first half of school in grades 1 to 6. They should be implemented by November 9th at the latest. It is possible to change teachers. However, in order to avoid the mixing up of groups, working groups will be dropped, the all-day offer will be adapted with the aim of fixed groups. For many children this is nothing new, says Lorz. “Our primary schools have already successfully tested working in constant learning groups in the last two weeks of the previous school year.”
In addition, the minister reminded of the “digitally supported distance learning” for learning groups from grade 8 onwards. The necessary technical infrastructure is a condition. Interested schools can apply to the Hessian Ministry of Education through the state school authorities. Lorz swore everyone concerned to have a hard autumn: “The coming weeks will again present great challenges for everyone involved in school.”
The situation is serious. The hospitals are counting more and more Covid-19 patients. Hessen is divided into six stationary supply areas. After Frankfurt / Offenbach and Darmstadt, Gießen-Marburg reported escalation level 2 on Friday. That means: expand intensive capacities, if possible relocate patients to other care areas. “The situation due to the dynamic of the virus spread remains tense for the foreseeable future,” stated Minister of Social Affairs Kai Klose (Greens).
Special session
The Hessian state parliament deals with the current developments in connection with the pandemic on Saturday, October 31st. Start is at 12 noon with a government declaration by Prime Minister Volker Bouffier (CDU). The debate will be broadcast live. jur https://hessischer-landtag.de/livestream

The situation in a Frankfurt retirement home also seems tense. As it became known on Friday evening, 46 residents and 22 employees tested positive for the corona virus. Eight of the seniors had come to the hospital because of symptoms, said a spokesman for the Frankfurt district association of workers’ welfare (Awo). An infected resident with previous illnesses died. Quarantine was ordered for the affected residents in the facility and the employees who tested positive.
The lockdown decided in the federal-state conference on Wednesday also includes financial support for the industries concerned – including self-employed people. Independently of this, the city of Frankfurt intends to further expand its emergency fund for artists.
Ina Hartwig (SPD), Head of the Department of Culture, is working on an increase, as she said on Friday. Needy members of the cultural scene can apply for financial support from the pot. With the second lockdown, many self-employed soloists and freelancers in the art scene lose their jobs.
The head of the cultural department set up the fund at the end of March with funds from the cultural budget. Since then, according to her, a total of 220,000 euros has been distributed to 150 cultural workers.
Hartwig initially made 200,000 euros available in the spring. With the help of private donors, the amount available has meanwhile been increased to 311,000 euros.
Donations came from the Crespo Foundation, the Polytechnic Society Foundation, the Giersch Foundation, the Frankfurt Patronage Association for the Municipal Theaters, but also from many citizens. with dpa
