The military registration and enlistment offices now have a lot of outdated credentials of Ukrainians, and there is a need to clarify them.

During mobilization in Ukraine, it is impossible to hand over a summons at the place of residence to potential conscripts, because almost no one opens the door. Representatives of the military registration and enlistment office complain about this.

Head of the Lviv Regional TCC Oleksandr Tishchenko interview with UP explained why men in Ukraine are massively handed out subpoenas on the streets and public places to those liable for military service.

“Many conscripts did not appear at the TCC after the declaration of martial law. Therefore, now, in order to update their credentials, they had to distribute summonses everywhere,” Tishchenko said in a comment.

He also stressed that from the beginning of mobilization in Ukraine, a person liable for military service must himself come to the recruitment center without a summons. This is exactly what a significant number of Ukrainians did in the early days of Russia’s war against Ukraine. However, due to the non-appearance of other potential recruits, summonses had to be distributed everywhere to update their credentials.

“At every change in the personal life of a person liable for military service, he must appear in the TCC: he got married, a child was born, his state of health changed, he received a new education, a new job. But few people did this, so the military registration and enlistment offices now have a bunch of outdated credentials of Ukrainians, it becomes necessary to clarify them” , – adds the lawyer Artem Krikun-Trush.

Why are subpoenas handed out on the streets

The head of the Lviv Regional TCC drew attention to another problem.

According to him, lawyers say that in Ukraine, subpoenas are often handed out in violation of the rules. But, according to him, one should pay attention to another aspect: they announced mobilization – come yourself without an agenda.

Tishchenko also complained that usually it is not possible to serve a summons at the place of residence, because almost no one opens the door.

So, we recall that representatives of the military registration and enlistment office can hand over the summons anywhere. The list of places is not regulated by law.

Officials of the Territorial Center for Recruitment and Social Support, relevant local authorities, employers, heads of educational institutions, authorized representatives of housing and communal services and condominiums are entitled to serve the agenda in Ukraine.

Recall the rules in force during the mobilization-2023. Men of military age (18-60 years old), who went abroad from the beginning of the war and did not return, upon returning home, may be held administratively liable.

On January 27, the Cabinet of Ministers adopted a resolution that, for the duration of martial law, prohibits officials from traveling abroad without good reason.

The rule also applies to officials. You can cross the border only on the basis of documents on business trips.
