New payments are introduced

Burden animal welfare beneficiaries to fill out a preventive plan with not 3, but 13 points

The proposed changes in Ordinance No. 10 from 2023 on the terms and conditions for the implementation of interventions in the field of environment and the climate and animal welfare introduce two new operations in interventions. These are Operation No. 1 “Cultivation of resistant varieties with plant protection products approved for use in organic production”; or Operation No. 2 “Promoting the cultivation of resistant varieties”.

Eligible for participation in Operation No. 1 are farmers with a total farm size of up to 10 ha in the first year of application or farmers with the area for which a multi-year commitment has been made from 2023. Eligible for participation in Operation No. 2 are farmers with areas that do not participate in a commitment under Operation No. 1.

In operation No. 2 “Promoting the cultivation of resistant varieties”, the following rates are introduced (in Article 32):

a) fruits – up to the BGN equivalent of 135.49 euros/ha;

b) vegetables – up to the BGN equivalent of EUR 342.57/ha;

c) herbs – up to the BGN equivalent of EUR 108.39/ha;

d) dessert vineyard – up to the BGN equivalent of 121.94 euros/ha.”;

In the same Art. 32 a new rate appears – for humanely raised animalsdeclared after 1 January 2024. This rate is higher than that for animals declared before 2024.

Type “aaa” for large ruminants registered after 01.01.2024 over 24 months of age, the subsidy is up to the BGN equivalent of 106 euros/per animal; for those registered in 2024, it is 91 euros

Subscripts “bbb” for cattle and buffaloes from 6 to 24 months, declared after 01.01.2024 – up to the lev equivalent of 75 euros/BW;”; for those applied before 2024 – 63 euros

Enter “vvv” for calves and calves declared after 01.01.2024 – up to the BGN equivalent of 64 euros/calf; for those applied before 2024, the subsidy is 54 euros.

In the direction “Ensuring a favorable living environment/free floor area for public housing” those applied for after 01/01/2024, the DPS subsidy is up to the BGN equivalent of 111 euros/FE, and for those applied before that it is up to the BGN equivalent of 103 EUR/FE.

By activity “Ensuring free range in the open air” for the declared cattle and buffaloes over 6 months of age after 01.01.2024 – up to the BGN equivalent of 61 euros/head; “declared before 2024 – 36 euros.

For animals of the sheep and goats family (DPZ) applied for after 01.01.2024, the subsidy is up to the BGN equivalent of 44 euros/PE; those who applied earlier receive 31 euros/JE.

For activity “Reducing the use of antimicrobials”:

for DPZ applied for after 01.01.2024, the aid is up to the BGN equivalent of 89 euros; those applied for before this date – 70 euros/JE;

b) for EPJ over 24 months, applied for after 01.01.2024, the aid is up to the BGN equivalent of 77 euros; for those previously requested, 63 euros/FE;

c) for EPZ from 6 to 24 months, applied for after 01.01.2024, the aid is up to the BGN equivalent of 54 euros, with 44 euros for those applied before that date;

d) for calves and calves applied for after 01.01.2024, the aid is up to the BGN equivalent of 46 euros, compared to 38 euros/calf for those applied earlier.

The draft has inserted (in Article 20) a requirement that the beneficiaries of the intervention for restoration and maintenance of degraded pasture areas, the size of the areas declared in new multi-year commitments from 2024, should be equal to the size of the animal units of agricultural/pasture animals, which are identified in the submitted application for assistance.

In the intervention “Encouragement of natural pollination” it is proposed (in Article 23) that the requested apiaries be owned or made available for use not from January 1, but from the beginning of the economic year.

In Traditional practices for seasonal grazing (pastoralism), the new thing is that grazing does not apply in territories above 1,800 meters above sea level in the nature parks “Rila Monastery”, “Vitosha” and “Belasitsa” and in protected areas of the Natura 2000 network, with established management plans.

The draft amendment to Ordinance No. 10 repeals Art. 57, which states that the Minister of Agriculture and Food can approve by order a methodology for determining the thresholds of endangerment depending on the risk status of local endangered animal breeds in accordance with the conditions in the Strategic Plan. And depending on the danger threshold of the respective breed, determine different levels of assistance.

At Animal welfare and antimicrobial resistance (art. 77, para. 3) in the requirement to complete a scheme/plan for preventive measures, the points from 3 become 13. Here they are:

(3) The scheme/plan under para. 1, item 2 contains at least the following information:

1. list of diseases against which additional vaccination will be carried out in accordance with the program under Art. 118 of the ZVD;

2. number, type, category of animals kept in the farmer’s livestock facility, for which it is planned to apply the measures and vaccines for the relevant disease;

3. the schemes for the application and the deadlines for the implementation of their vaccination in relation to the relevant categories of eligible animals raised by the farmer.

4. description of the epidemic situation and the relevant information used as a basis for its assessment;

5. the main and specific goals with the selected vaccination strategy and plan for preventive vaccination.

6. the expected duration of the vaccination – from the start of the vaccination to the end of the post-vaccination surveillance;

7. the livestock facilities and animals in which the permissible categories of animals are bred and those in which the vaccination must be carried out, if they differ;

8. animals exempted from vaccination and the justification thereof;

9. the intended end use of the vaccinated animals and products;

10. summary of vaccine characteristics. The rules for administering the vaccine and the system for monitoring the administration of the vaccine;

11. the hygiene rules and biological security rules that must be applied;

12. type of treatments carried out and the quantities of antimicrobials used in the livestock facility in previous years;

13. the number of vaccinated animals from eligible categories, from which blood samples will be taken to prove whether the animals are in a period of immunity.”

IN Transitional and Final Provisions the following is recorded: § 42. The support applications submitted in 2023 under the intervention “Promoting the use of crops and varieties resistant to climate conditions” or under the intervention “Restoration and maintenance of degraded pasture areas” or under the intervention “Traditional seasonal grazing practices (pastoralism)”, are approved for participation and/or financial support under the current conditions.
