The Hebei Provincial Disaster Reduction Committee promptly launched the Level II response to the provincial natural disaster rescue emergency plan, quickly dispatched 9 working groups to various cities to carry out disaster relief work, and allocated disaster relief funds and materials in a timely manner.

Departments at all levels and departments in Hebei Province have made no slack in doing a good job in flood prevention and relief work in the disaster-stricken areas to ensure sufficient manpower and material resources as well as disaster relief materials. As of 8:00 on August 4, the province has dispatched a total of 3,385 working teams, invested 499,400 person-times of emergency rescue personnel, mobilized materials worth 150 million yuan, and transferred 1.5402 million people, including 961,200 people transferred from flood storage and detention areas. After the flood occurred in Zhuozhou, Baoding, emergency management departments at all levels in the province strengthened communication and coordination with comprehensive fire rescue teams, military emergency forces, departmental emergency rescue teams, enterprise professional rescue teams, and social emergency forces. According to statistics, a total of more than 300 professional emergency rescue forces and 6,913 people participated in Zhuozhou on-site rescue, invested 1,380 boats, 1,545 vehicles and equipment, 4 helicopters, and 12 drones for satellite communication and material transportation, fully supporting the local area Flood fighting, rescue and disaster relief work.

On August 2, the Emergency Management Department of Hebei Province urgently allocated 60,400 provincial disaster relief materials and 10,000 central disaster relief materials to the four cities of Shijiazhuang, Baoding, Handan, and Zhangjiakou; on August 4, it again allocated 85,855 provincial disaster relief materials. The central government provided 15,000 pieces of disaster relief materials to support Langfang, Zhangjiakou, Baoding and other places to ensure the material security work in the disaster-stricken areas. At the same time, actively dispatch and transport provincial flood control materials to various places for rescue and rescue. As of 8:00 on August 4, the Emergency Management Department of Hebei Province has dispatched assault boats, life jackets, flood control dikes, rubber boats, amphibious vehicles, drainage pump vehicles, trailer-type generator sets, etc. to Xiongan New District, Baoding, Langfang, and Zhangjiakou. There are 8090 sets (sets) of provincial flood control materials in 9 varieties, with a total value of 46.1877 million yuan. Among them, a total of 9 batches of 4,222 units (sets) of provincial-level flood control materials were transferred to Zhuozhou City, Baoding City, worth more than 21 million yuan.
