Heating allowance: What is changing, the winners and the losers –

Changes are coming to the heating subsidy, with the main difference being the redistribution of resources from the oil subsidy to the electricity subsidy.

Last year the electricity subsidy for heating purposes was only given for three months, with the amount ranging from 45 euros to 480 euros.

From this year, the consumption of electricity for heating is included in the general context of the heating allowance. So, the subsidy will cover all forms of heating, i.e. oil, natural gas and electricity and will cover the needs of one semester.

Heating allowance up to 1,200 euros

The subsidy on electricity will be 25% higher than on other forms of energy, specifically oil, with sources from the Ministry of Energy stating that electricity will have a higher subsidy than oil as oil includes a serious atmospheric burden, while electricity mainly comes from RES.

Another big difference is that the maximum amount of the subsidy increases from 1,000 euros to 1,200 eurosso the subsidy range for this year will be from €100 to €1,200.

The payment method is changing

There will also be a change in the method of payment of the allowance. The first installment will be given in December (it will be about 60% of the whole period). Winners, losers and the calculation system

The basis for calculating the heating allowance will be set from 350 euros to 300 euros for oil, while the basic allowance for electricity will be set at 380 euros. Based on this big change, those who stay with oil will be the losers this year as they will get a smaller allowance compared to last year while the winners will be those who use electricity as their allowance will be 25% higher.

According to the heating allowance calculation system, which is already in effect from the winter season 2020-2021, the amount of the calculation base is multiplied by a subsidy factor, the degree day factor, scaled from 0.12 to 1.62 depending on the coldness that prevails in each region of the country, in order to determine the amount of allowance to which each interested party is entitled.

In addition, the amount of the allowance, as determined after multiplying the calculation base by the subsidy factor, is increased for each dependent child of the beneficiary by 20%. For those beneficiaries who live in areas where the climatic conditions are characterized by extreme cold in winter and the subsidy factor is equal to or greater than 1, the subsidy amounts will be further increased by 25% with the maximum amount (the upper limit ) to reach 1,200 euros this year.

Examples for a couple

  1. In the center of Athens (with a degree-day factor of 0.43), the allowance will be 129 euros if you choose oil (151 euros you got last year for oil) and 163.4 euros if you choose electricity.
  2. In the center of Thessaloniki (with a degree-day factor of 0.71), the allowance will amount to 213 euros for oil and 270 euros for electricity.
  3. In Kozani (with a degree-day factor of 1.12), the allowance will be 420 euros for oil and 533 euros if electricity is chosen.
  4. In Pertuli (with a degree-day factor of 1.36), the allowance for oil will rise to 510 euros (595 euros-last year) and to 647 euros if electricity is chosen as fuel.
  5. In Edessa (with a degree-day factor of 0.97), the allowance for oil will rise to 291 euros (340 euros – last year) and to 369 euros if electricity is chosen.

Heating allowance: The income and property criteria

The income and asset criteria will remain the same this year. The annual income limits up to which the allowance will be granted are as follows:

  • For the unmarried it is 16,000 euros
  • For married people or those who entered into a cohabitation agreement without dependent children, the limit is 24,000 euros.

Also for each single-parent family, the basic limit without the increase due to a child or children is 27,000 euros.

The limit increase for each dependent is 5,000 euros and the total income limits

The objective value limit of immovable property for unmarried beneficiaries is 200,000 euros. For married couples, the objective value limit is 300,000 euros.
