The Ewo meeting, held in 2016, helped define reforms to improve the health system. This made it possible to mobilize 168,410,143,551 FCFA to make available antiretrovirals, antimalarials, anti-tuberculosis drugs and vaccines.
In addition, banking services have made it possible to secure the income generated in health facilities. “The evaluations of the budgeted annual work plans to establish the decision support tools, in particular the static directories, the health map and the national health accounts”, indicated Minister Jacqueline Lydia Mikolo, retracing the achievements made in this sector.
On access to essential service packages, we note the equipment of 68 health centers against 150 planned, the increase in health coverage of the country in vaccination centers, the operation of the hemodialysis center of the ELBO general hospital in Oyo, continuing education for health workers. To strengthen the fight against epidemic emergencies, the national health security action plan was drawn up, the emergency health operations center was built and made operational.
In addition, normative documents, such as the strategy to reduce maternal, neonatal, infant and adolescent mortality, as well as the repositioning of family planning. “We can rejoice in the drop in maternal mortality estimated at 378 deaths per 100,000 live births”, Minister Jacqueline Lydia Mikolo informed.
Governance
The organic framework of public health establishments and referral hospitals has been harmonized to optimize management and achieve the desired performance in the area of hospital reform. The regulatory texts supporting universal health insurance have been co-produced with other departments, the law on the organization of the private health sector is awaiting the opinion of the Supreme Court. The texts related to pharmaceutical crime, the profession of medical representatives, the order of dental surgeons have already been drawn up to be sent to the general secretariat of the government. A new legal framework to improve the management of structures, such as the national public health laboratory, the national blood transfusion center.
Partnership
A platform for exchanges between the World Bank and the agencies of the United Nations system was created. Strengthened community participation gave birth to three basic health coordination bodies: the departmental health council, the health district management committee and that of referral hospitals.
With regard to general hospitals, the Brazzaville Hospital and University Center and Loandjili General Hospital in Pointe-Noire, efforts must continue to enable workers to receive their pay regularly. The recovery of the management of the CHUB was designed after an external audit which led to the signing of a plan with the International Health Unit of the University of Montreal. “This recovery must be done with the financial support of BDEAC.
