Everyone is finally putting their cards on the table. Almost two months after the opening of conventional negotiations between private doctors and the public authorities, Health Insurance reveals that it is proposing to increase the price of the consultation to 30 euros. Fixed at 25 euros with a general practitioner and 30 euros with a specialist since 2017 and the entry into force of the previous medical convention, the price of the consultation was increased by only 1.50 euros on November 1 after the failure of the conventional negotiations a year ago.
“Health Insurance confirms that it is ready to finance an increase in the general practitioner consultation to 30 euros, and increase measures specific to each of the clinical and technical specialties, as well as measures to improve the joint between the first and the second appeal”, indicates the organization in a press release while all the trade union organizations are gathered around Thomas Fâtome, the general director, at the Montreuil headquarters (Seine-Saint-Denis), this Thursday, February 8, for the third plenary meeting of the negotiations.
Efforts required in terms of access to care
These price changes are, however, conditional on the implementation of three provisions. First, “an ambitious overhaul of flat-rate remuneration, to strengthen the role of the attending physician”. A new treating physician package will thus be proposed, integrating a public health dimension and the structure package and ROSP (remuneration based on public health objectives) will thus be eliminated.
“Doctors who wish can, as a group, be paid in a fully flat-rate form,” specifies Health Insurance.
Then, the public authorities are asking for efforts in terms of access to care, to find a treating doctor, and on the permanence of care, particularly during the first part of the night. Finally, actions must be implemented on the quality and relevance of care.
