Initially forecast at 3.8%, this increase in health expenditure, set as part of the national health insurance expenditure objective, is driven by an increase in expenditure by health establishments (+5.2% compared to 4 .1% initially planned) and community care (+3.7% compared to +2.9%).
This increase in spending contributes to the widening of the social security budget deficit. It is now estimated at 8.8 billion euros in 2023 (compared to 8.2 billion planned in the last financing law), then to 11.2 billion in 2024 (compared to 9.6 forecast in April). It will increase and double by 2027, reaching 15.8 billion euros in 2025 (compared to 13 mentioned so far), then 17.1 billion in 2026 and 17.5 billion in 2027.
