Health cutbacks: the CISSS de Laval suspends the posting of 565 positions

Announcements continue in the health network to eliminate a deficit totaling more than $1 billion.

According to an internal communication obtained by Radio-Canada, the CISSS de Laval announced to all staff on Wednesday the temporary suspension of job postings.

As part of the return to balanced budget and the recruitment freeze decreed by the government, the Integrated Health and Social Services Center (CISSS) of Laval is analyzing different options to achieve these objectives, writes the interim deputy director general, director of human resources, Sylvie Mireault.

Consequently, in order to carry out an appropriate analysis quickly, the CISSS de Laval must temporarily suspend all current job postings to assess organizational needs.

According to our information, 565 positions are affected, including 400 internal, 150 external and 15 management positions.

For the president of the Union of Nurses, Respiratory Therapists and Practical Nurses of Laval (SIIIAL-CSQ), Déreck Cyr, this is a return to austerity […] where care is directly cut from the population.

For nurses, respiratory therapists and practical nurses, we are talking about more than 200 vacant positions which are not filled and which the employer thinks are necessary for the proper functioning of the CISSS de Laval, adds Mr. Cyr.

So, there are teams who will be suffering, understaffed, who are overworked, who will not have new hands to come and help them.

In an interview, manager Sylvie Mireault indicates that these are all vacant positions. [qu’] there is no holder, therefore there is no one [dont le ] position is in danger.

The Deputy Director General specifies that the management teams must meet during the week to have an overall vision and be able to allocate human resources which are in limited quantity. […] to ensure that we are able to maintain the service offering in Laval and access.

There are choices that will be made and job postings will take place afterwards.

The CSN stunned

Reached by telephone, the president of the CISSS de Laval Workers’ Union (FSSS–CSN), Nathalie Bourque, said she was stunned by the announcement.

I have members who ask me: do you think my position will be abolished?, says Ms. Bourque. According to her, reassessing structures and suspending a display, you don’t have to be a soothsayer to understand…

In August, the CISSS de Laval took the lead by announcing to employees of three CHSLDs that employees absent during night shifts would not be replaced.

The decision follows receipt of the budget envelope from the MSSS, which is less for accommodation and has been in effect for several weeks already, indicated the human resources department.

Elsewhere in the network, announcements are multiplying, notably at the CIUSSS du Centre-Sud-de-l’Île-de-Montréal where 50 established positions are abolished and 123 vacant positions are eliminated.
