The Cisl FP takes the field alongside the OSS and asks the Government and the Ministry of Health to review the Profile of the Social Health Operator in Budget Law.
“Since 2001 the role ofOperator social health (OSS) has been enriched with new professional paths, skills, levels of responsibility and areas of action, also testified in recent months by the recognized role played by the OSS in tackling the Covid-19 pandemic. A change which, however, has not been matched by a contextual adaptation of his profile, established twenty years ago and which has now become, therefore, no longer consistent and adequate to the challenges that await him “. This was stated in a press release by the CISL FP and the National Coordination CISL FP Oss, regarding the updating of the professional profile of social and health workers.
“The position of the OSS in the technical role, as per Presidential Decree 761/79, today represents a limit to its professional development and to a different and better exercise of its functions. For this reason, we have developed proposals to modify the current profile, which allow a profound revision of the figure of Social Health Operator by updating his role, skills, knowledge and responsibilities that favor, at the same time, a homogeneous and effective response to citizens and new development paths. and career to professionals ”, they continue.
With regard to the interventions identified as priorities by the CISL FP, the following should be noted: “The positioning of the OSS in a new socio-health role; homogeneous training throughout the country, to ensure the same performance for all citizens and equal opportunities for staff; the requirement of upper secondary school for access to the training course, subject to the necessary equivalences; a different operation of the OSS that develops on three levels: autonomously, in collaboration and on the prescription / attribution of the other professionals responsible for health, socio-health and social assistance; the introduction of “continuous training”, lasting a total of at least 15 hours per year, useful for obtaining an annual training credit and capable of guaranteeing constant updating in response to the needs of citizens; finally, the definition of new skills, adequately supported by new teachings, so as to guarantee the response to the needs of citizens in compliance with protocols that will be defined with the structures “.
“We hope – they conclude – that the budget law can respond to the creation of the socio-health role and we believe that the opening of a debate on such an important and wide-ranging issue, such as the revision of the OSS figure, can no longer be postponed. all interested Institutions to which we have delivered our proposals ”.
