Health and the environment are two independent concepts which have nevertheless become inseparable (1). The health impact of environmental degradation is recognized in terms of costs (2). Hence the necessary integration, in the prior authorization mechanisms, of the assessment of the impacts on the environment and the health of the various public and private activities and projects (3). The combined approach of health and the environment has repercussions on the management of resources (4), with an obligation to provide information on the state of the environment (5) and taxation for environmental protection. and health (6) which seeks to influence behavior with varying degrees of conviction.
Human health is affected by its environment if it is degraded or in the process of being altered, even if the causal link is sometimes difficult to establish, both scientifically and officially by public authorities. Insofar as man is often the cause of damage to the environment, through his economy, his mode of consumption (…), the concept of sustainable development has judiciously made it possible to put together economic and social requirements. (including health) and environmental in a time perspective that goes beyond the short term. The formula is now famous: “development that meets the needs of the present without compromising the ability of future generations to meet theirs”.
The law has integrated this duality, the combined environment-health approach, through the binding effect of the hierarchy of standards which results in the interference of this couple in the multiple French legal texts in a rather fragmented way …
