At the 2008 summit, NATO countries had offered Ukraine the prospect of quick accession. The plan failed because Merkel and then-French President Nicolas Sarkozy opposed it, citing Russian interests. After the Russian invasion, Merkel defended her decision, saying that she still believes it was the right thing to do, her spokeswoman said last April.
