He struggled with dramatic news about EU sanctions against Russia

EU High Representative for Foreign Affairs and Security Policy Josep Borrell said on Thursday that the EU had “reached the limit of its capabilities in terms of financial sanctions against Russia”.

He added that it would be “much harder” for the union to ban Russian energy imports than the US ban, as the EU depends more on Russian supplies.

EU leaders are meeting in France on Thursday to discuss additional sanctions against Moscow, including a possible ban on oil imports, although a number of member states are reluctant to do so.

Josep Borrell also confirmed that the EU would continue to provide weapons to Ukraine until the conflict ended, but acknowledged that the bloc should avoid starting a war with Russia, “because it would be World War III”.

He said Russia was “systematically bombing Ukrainian cities”, adding that Russian President Vladimir Putin “would have to answer for his actions”.
