The government published in the Official Gazette on November 13 the decree specifying the operational parameters of crop insurance for the next CAP, which is expected to enter into force on 1is January 2023. The main lines have been known for several weeks or months depending on the parameters. On 29 September at the National Committee for Risk Management in Agriculture (CNGRA) the Minister of Agriculture presented the latest details, announcing in particular the ways in which the public compensation quota for the uninsured will be reduced: 45% from 2023 , then 40% in 2024, and 35% in 2025, for insurable crops. Figures confirmed in the published decree. For products for which there is currently no insurance offer (diversified horticulture, horticulture, nurseries, beekeeping, aquaculture, heliciculture), the decree sets a public indemnity rate of 45% without degressivity. In September Elisabeth Borne presented the national solidarity intervention thresholds (for very significant losses): 50% of losses for herbaceous crops, industrial crops and vegetables and viticulture and 30% for arboriculture, meadows. These figures are also listed in the decree.
