Haiti Press Network – Haiti-Education: The State adopts a new policy to guide educational actions over the next ten years

The holder of the Ministry of National Education and Vocational Training (MENFP), Mr. Pierre Josué Agénor Cadet officially presented, this Thursday, January 7, 2021, the public policy document that will guide major actions in the education for the next ten years (2020-2030). This is the “Ten-year education and training plan” (PDEF), the final document of which was presented to the press at a conference held at the premises of the Inspectorate General of the MENFP in Musseau, noted a reporter from Haiti Press Network.

According to Minister Cadet, this new educational policy tool (PDEF) is the result of a long work process initiated since 2015 by the MENFP, following the mixed results of the implementation of the 2010-2015 “Operational Plan” (OP).

The ten-year education and training plan is a strategic document for reframing and guiding actions to be carried out in the education sector by 2030. It is drawn up to guide the major actions of the State in the field of education during this ten (10) year period.

Made up of ten (10) programs and 33 sub-programs, this document takes into account three (3) priority areas, namely: governance; quality and relevance; access and equity, according to Dr Adler Camilus, one of the members of the CTN who briefly presented the content of the document.

The idea is to allow all children outside the system to have access to school, to improve the quality of learning at all levels and to improve the internal and external efficiency of the system.

“At the end of two years of assiduous work by the National Technical Committee (CTN) established in April 2018, I am happy to present this educational policy to the nation”, declared Minister Pierre Josué Agénor Cadet, who took advantage of the opportunity to thank all the actors who contributed to the realization of this instrument.

According to Minister Cadet, this document, which was to reflect the major national concerns and the expectations of the educational community and the population, is the result of a long period of national consultations of all stakeholders and partners in the education sector.

“I am delighted that the process has finally come to fruition and that the education sector now has this key document in order to advance in the reforms necessary for quality education, accessible to all”, argued the number 1 of the MENFP who was accompanied, among others, by the Director General, Dr Meniol Jeune, that of the National Education Partnership Office (ONAPE), Dr Délima Pierre and members of his cabinet.

Now that the educational policy document is ready, the course will henceforth be set on its implementation which, according to the Director General of ONAPE, Dr Délima Pierre, requires the mobilization of a set of actors but also of funds.

The head of ONAPE, this structure which serves as an interface between the partners and the MENFP in carrying out various actions in the sector, specified that the mission entrusted to him in the context of this specific file has been carried out. .

According to him, the Departmental Directorates of Education will have an essential role to play in terms of planning within the framework of the implementation of this document, finalized by the CTN which ensured, under the institutional leadership of ONAPE and the technical support of the Studies and Programming Unit (UEP) of the MENFP, this finished work of this educational policy, according to a consensual, participatory and inclusive approach.

It should be noted that this action aimed at redressing the national education system responds to the commitments made at the world summit on education in 2015 in Incheon (South Korea) and also follows the recommendations of the road map of the Moïse-Jouthe Administration. .
