Habitat Eurélien Climate Resilience Law: Renovation Project and Unique Approach

It is a large-scale project, but also unique in its form. The Climate and Resilience law, promulgated in 2021, affects public and private owners: it provides for a ban on renting G-rated housing, from 2025.

Habitat Eurélien has therefore put in place a vast diagnostic plan for its housing stock, which is clear: it presents an over-representation of “energy-intensive” individual housing classified in categories E, F and G.

An investment of €35 million

The plan provides for the renovation of 904 individual housing units in 65 municipalities, for a total investment of €35 million, or around €40,000, on average, per housing unit. A major contract, therefore, signed with Colas Bâtiment and Bouygues Bâtiment Centre/Sud-Ouest, as part of a design and construction contract.

It allows Habitat Eurélien to entrust this mission to these two partners, with regard to the establishment of studies and the execution of the work. “This is a first in France,” announces Philippe Blety, general director of Habitat Eurélien.

The residence offers itself a second youth

Classified at least category D

Once the work has been completed, each dwelling should be classified in category D. The program includes: exterior thermal insulation, replacement of doors and windows, replacement of doors, repair of electrical installations, replacement of radiators and hot water production systems.

For each accommodation, it was necessary to tailor-make a large volume, which represents approximately 10% of the Habitat Eurélien stock.

Complying with the law was a necessity, but beyond that, “this work will also allow our tenants to reduce their energy expenses, without an increase in rent linked to the work,” adds Philippe Blety.
