They are some of the “prime proposals shared by Regions and by the autonomous provinces for the adoption of the next Dpcm“contained in the draft viewed by Acted, which the governors will submit to the executive.
“With the spirit of loyal collaboration, some proposals of merit are made which, within a framework of rigor, if there are positive data for a Region, could guarantee a gradual recovery of the social and economic fabric“, premise the presidents of the Italian Regions who first ask for an alignment of the next Dpcm with the circular of the Ministry of Health of last October 12. The text explains that the Dpcm of November 3”provides, for the refund of workers after the Covid-19 infection, the certification of negativization of the swab issued by the Department of Prevention competent for the area“. The requests also concern the division into zones, with the introduction of a clearer system, because, as the governors state in the text, “in this second wave, the current civil protection tools and measures put in place to tackle a pandemic that has lasted for over 10 months, risk being no longer adequate, also in consideration of the flu season now upon us and the start of the extraordinary campaign vaccination for Covid“. This is why an” intervention of legislative clarity “is necessary:”for this reason, it is also advisable to establish a clearer procedural path for the placement and the overcoming of the terms for the passage among the different bands, while making the data and the methods of applying the parameters transparent“.
As regards, instead, the economic activities, already severely tested by the crisis, the draft with the requests of the Regions provides that it will be allowed “the opening of the services of catering (and similar) until 11 pm, both for the administration activities in the premises and for the take-away activities“The governors will also ask the government to “allow the activities of gyms, swimming pools, swimming centers, wellness centers, spas, which are located within hotels and / or accommodation facilities limited to their customers who are housed there “. The draft also addresses the issue of ski resorts, asking for the evaluation of an opening “for those who spend at least one night in accommodation facilities or those who rent or own a second home, in full compliance with safety protocols“. Again for ski lifts, the text also mentions the possibility of”certain refreshments as a percentage of turnover for the same period last year (high season), as well as certainty on the date and conditions of opening of the facilities“.
