The document Guidelines and proposals for a health self-sufficiency plan for Latin America and the Caribbean It is of a strategic nature and it defines lines of action to strengthen the production and distribution capacities of vaccines and medicines in the region. The document has been prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) at the request of the Government of Mexico in the exercise of the pro tempore Presidency of the Community of Latin American and Caribbean States (CELAC).
The pandemic has shown the need for robust health systems and capacities. This document proposes seven lines of action with short, medium and long-term initiatives to strengthen the mechanisms for the international joint purchase of essential drugs and vaccines; use public procurement mechanisms for medicines for the development of regional markets; create consortia for the development and production of vaccines; implement a regional platform for clinical trials; take advantage of regulatory flexibilities to access intellectual property; strengthen convergence mechanisms and regulatory recognition, and strengthen primary health systems for universal access to vaccines and their equitable distribution.
These guidelines and proposals for a health self-sufficiency plan for Latin America and the Caribbean are an urgent call to action and set a clear and concrete agenda, while promoting and demanding greater regional integration, cooperation and solidarity.
