In view of the cantonal vote in mid-May, the Green Liberals voted yes to a constitutional amendment. The aim is to strengthen the democratic instrument of the people’s proposal.
With a referendum, those entitled to vote can make demands on certain proposals and demand a referendum. However, due to the current legislation, this democratic instrument can be overridden with a “buebetrickli”.
This is the case when the cantonal parliament presents two variants to the people for a vote on a proposal. This is called a contingency request. In recent years, this has been used tactically again and again to prevent popular proposals.
Bernese canton constitution would have to be changed
That should now be over, demanded the green-liberal Councilor Michael Köpfli. The people’s proposal must take precedence over the instrument of the contingent application, so the demand. In order to fulfill them, the Bernese cantonal constitution must be amended accordingly.
The contingent application can continue to be used if it makes sense, Köpfli’s party emphasized in a statement on Thursday.
The Bernese Green Liberals also said yes to the federal voting bills three times, i.e. to the Film Act, the Transplantation Act and the Frontex bill.
