With public doctors underpaid, the government had to find a solution, according to Protagon:

“The law allows doctors from public hospitals to work in the private sector as well. … The Ministry of Health believes that this measure will improve the financial situation of public doctors, while improving the attractiveness of the profession for those who have gone to work abroad. Ideally, of course, the public health service would be able to pay decent wages for full-time contracts, at the level they were earning before the financial crisis. This being impossible, the opening up of public medicine to the private sector was only a matter of time.
