How could the situation have turned into such a confrontation in Jarville-la-Malgrange (Meurthe-et-Moselle) in the Greater Nancy metropolis?
To understand this, you have to go back to February 22, 2022, city council day. Where, after 7 hours of debate, the implementation of paid parking was voted and approved.
A decision that angered many residents.
Two citizen groups against paid parking
At the call of two citizen collectives, nearly 400 inhabitants of this municipality of Meurthe-et-Moselle demonstrated on Saturday March 5, 2022 to protest against the establishment of paid parking for one space in two.
Another object of discontent: the “excessive verbalization” of Jarvillois parked in front of their homes. A practice that has become intolerable for the municipality.
After heated debates, the creation of three parking zones was endorsed: rouge for short periods (3 hours maximum from 8 a.m. to 7 p.m. Monday to Saturday), orange for medium durations (5 hours maximum from Monday to Saturday from 8 a.m. to 12 p.m. and from 2 p.m. to 7 p.m.) and green for long periods (10 hours maximum from Monday to Saturday from 8 a.m. to 12 p.m. and from 1 p.m. to 7 p.m.).
“Strength relationship with the mayor and his municipal team”
“There is a balance of power with the mayor and his team because they have decided to set up paid parking without consultation”, denounces Ludovic Guenin, spokesperson for two citizen groups from Jarville-la-Malgrange. This resident is up against the methods of the mayor, Vincent Matheron, and his municipal team.
In the rue Georges-Clemenceau, several inhabitants are exasperated. They accuse the mayor of having taken this decision without prior consultation. “I’ve lived near Jarville station since 1977. I dread coming to my son’s house because I’m afraid of being fined! exasperated Georges Chagnot.
At his side, his son Sylvain calls for more tolerance and denounces a lack of dialogue. But also, “a contempt for the inhabitants”.
Solicited by Lorraine News, the mayor of Jarville-la-Malgrange declares having conducted 18 months of consultation with residents and traders. He assures that a questionnaire was distributed to 5,000 Jarvillois in the municipal magazine for the month of May 2021. “I want there to be a demonstration because it upsets the habits of the inhabitants. The 7 a.m. municipal council proves that there is indeed a democratic debate, ”argues Vincent Matheron.

“People have always parked in front of their driveway. It’s like that in all the cities of France and Navarre. Overnight, without officially warning, we started to be verbalized, ”reports Ludovic Guenin.
In the Highway Code, l’article R417-10 prohibits parking outside the reserved spaces. But, according to the inhabitants, the agents of the City verbalize everything. Including liberal nurses on tour, doctors, delivery people and of course the citizens.
PVs, the manager of the Peugeot garage, located rue de la République, received a hell of a collection: six for €135 in July 2021. “The discussions yielded nothing (with the town hall, editor’s note)”, regrets Lahcen Oubrouk. Since then, he has had to move his vehicles previously parked on the sidewalk to comply with the legislation and above all to avoid taking new fines.

The mayor of Jarville-la-Malgrange recalls that 4,500 vehicles are registered in his town. However, Vincent Matheron affirms that the City has only 1,500 public parking spaces. It therefore needs to find 3,000 additional places. Whose fault is it ? To “non Jarvillois and suction cup cars”, defends the mayor.
“There are more and more people who park in Jarville and then take the bus and public transport,” laments Vincent Matheron.
Frédéric Pierret rejects the town hall’s arguments as a whole. “I have lived in Jarville since 2000. There were places behind the school in the public car park. It was closed for work and then reopened but paying. They created the shortage of places! he castigates. “Where are we going to put our cars? says Sylvain Chagnot indignantly.
