Graz – begging with dogs causes excitement

In Salzburg, this form of begging is already forbidden, “in Vienna one is about to do it”. One distinction is very important to our animal expert: “Those between the homeless and beggars who are actually out and about with their own dog. It’s usually the case that they take good care of their animal, it’s their soul mate.” But that is in stark contrast to people “for whom the dog is a pure means to an end and can be replaced at any time”.
