At SimCity (2013) they did not have their online component in order.
Both server capacity, stability of the game and the servers, being able to make online savegames without your own snapshots, multiplayer aspects that were not properly integrated, few options for own servers / maps / shielding against grievers, etc.
I just want to say GTA V is booming, online multiplayer is booming there and people want more, the game remains popular.
And there is “just” a single player in all versions, and as far as I understand this technique can also be used for that. All this happening over central servers could mean that some pathfinding or augmented intelligence data is simply being calculated and the values of the underlying decision paths are improved.
Which could mean that in addition to updating that data, there is no need for a persistent online connection for the game’s single player mode.
If I had the time, I would sort through the patent so far that I can find out whether it actually works that way.
