Governor sends baker letter after customer complains, but didn’t he go beyond his limits? (Tervuren)

A provincial governor who raps his citizens on the fingers via a personal letter, it doesn’t happen every day. But it happened to baker Didier Dekimpe (52), who runs a pastry shop in Tervuren, Flemish Brabant. A dissatisfied customer had submitted a complaint to Governor Jan Spooren (N-VA) because he was being served in French and not in Dutch. But is the governor allowed to send such a letter? And was the baker in question actually doing something wrong?
