Government Reshuffle: New Education and Health Ministers Appointed After François Bayrou’s Exit

The day after the bloodshed of François Bayrou who refused to enter, the government was finally in full force on Friday. Two experts in their field have been appointed to iconic positions in Education and Health.

It therefore took a month, a record duration, and a difficult delivery until the end to finalize the government of Gabriel Attal. A month of hesitation, a majority on the verge of a nervous breakdown, and a political storm to settle it all: it was time for Emmanuel Macron to decide. The majority woke up Thursday morning with a hangover after François Bayrou’s indictment, an anger from the centrist leader which sparked unrest at the very heart of the MoDem. Thursday, February 8, we had to put the pieces of broken dishes back together. First among the centrists, who reaffirmed their “vigilant” support for Emmanuel Macron, and then beyond, to unite the scattered sections of the majority.

Specialists in their field and apostles of dialogue

This redesign therefore sought to address all of these issues. Even if some in the opposition appear very dissatisfied, the appointment of the last two ministers and the 18 delegate ministers and secretaries of state appears to many to be choices of appeasement, of rebalancing.

We see it first with the former Minister of Justice, Nicole Belloubet, to replace the ephemeral and blundering Amélie Oudéa-Castéra in Education, who only retains the Ministry of Sports and the Olympic Games. Former rector of the academies of Limoges and then Toulouse, Nicole Belloubet is well versed in the world of Education. She is also a woman of dialogue from the left, whose mission will be to reconnect with the teaching unions. We find the same profile of specialist and apostle of dialogue with the appointment of Horizons deputy Frédéric Valletoux to Health. Former president of the hospital federation for 11 years, he will have to heal the wounds of a sector in crisis and stop the hemorrhage of Ministers of Health: four have succeeded one another in barely 20 months!

Bickering within the executive couple

But this sequence will undoubtedly leave its mark on the majority. First in the Assembly, where the Modem and Horizons groups should be heard a little louder and carry more weight. And then within the executive couple, whose functioning is not as smooth as one might believe. Certainly, Gabriel Attal won his case by dismissing Amélie Oudéa-Castéra, whom Emmanuel Macron had long considered keeping. But François Bayrou affirmed that the Prime Minister had offered him the Ministry of the Armed Forces, an initiative which offended Sébastien Lecornu, still in the running for Matignon just over a month ago. This did not go down well with the Élysée. Gabriel Attal may well be head of government, but he should not forget that he is only deputy head of the executive.
