Government Promise: Next year 13th salary and ASN THR will be paid “in full” page all

JAKARTA, KOMPAS.com – The Covid-19 pandemic has made the government spin the brains to formulate a scale salary 13th and Eid benefits ( THR) for the state civil apparatus (ASN).

The 2020 State Budget (APBN) is under pressure because it continues to be issued for various stimuli, but no tax revenue makes THR and 13th salary must be conditioned.

However, for 2021, the government ensures that ASN will still get THR and the 13th salary.

The statement is contained in the Financial Note Book and the 2021 RAPBN. The document explains that the government has budgeted ministerial / institutional spending amounting to Rp 1,028.86 trillion.

Allocation aims to meet the implementation of priority policies and the need for government service delivery.

“The budget has considered, among other things, maintaining the welfare level of the apparatus through the provision of the 13th salary and the THR,” the document explained.

Promised Sri Mulyani

Finance Minister Sri Mulyani Indrawati also ensured that civil servants (PNS), TNI soldiers and police officers would receive holiday allowances and the 13th salary in 2021. THR and the 13th salary are paid in full.

Sri Mulyani explained that the payment of THR and salaries for the 13 civil servants is reflected in the budget allocation for ministerial agencies (K / L) which will increase by 23.1 percent next year.

To meet these K / L spending needs, the government will use various sources of funding, such as pure rupiah which is the government’s domestic revenue and general financing revenue.

In addition, using the use of PNBP / BLU in line with the K / L authority to reuse income from services provided to the community, as well as loans and grants abroad.

“Also domestic loans and State Sharia Securities (SBSN), for infrastructure development, both economic and social,” said the document.

THR conditions and 13th salary this year

Earlier in April, Finance Minister Sri Mulyani confirmed that the state civil apparatus (ASN) echelon I and II will not get Eid benefits (THR) this year.

Not only echelon I and II, Sri Mulyani also ensured that state officials would not get THR. The state officials in question include the president, vice president, ministers, members of the DPR, MPR, DPD and regional heads.

The reason is, the government has allocated a budget for handling the corona virus or Covid-19 outbreak. This decision was taken in accordance with President Jokowi’s instructions.

“Currently in the process of revising the Presidential Decree in accordance with the President’s instructions that THR for all state officials and echelon I and echelon II officials is not paid,” Sri Mulyani said after a meeting with Jokowi, Tuesday (14/4/2020).

Considering the THR decision, the government also does not pay the 13th salary for echelon I and echelon II state officials. Even this year, the disbursement of the 13th salary was postponed to August 2020.

For this reason, the government must revise two regulations, namely Government Regulation (PP) Number 35 of 2019 and PP No. 38 of 2019.

However, the payment of the 13th salary and pension is given to all State Civil Servants (ASN), TNI / Polri who are not included in the category of echelon 1, echelon 11, and similar levels.
