Jakarta, CNBC Indonesia – The government is currently preparing at least two coal-fired power plants (PLTU) which will be retired early. The two PLTUs are PLTU Cirebon-1 and PLTU Pelabuhan Ratu.
This was stated by the Secretary General of the Ministry of Energy and Mineral Resources (ESDM), Dadan Kusdiana. He said that his party was preparing the two PLTUs to be retired and currently his party was still preparing the other PLTUs to be retired.
“We continue to ensure that the current two candidates are Cirebon and Pelabuhan Ratu, but we are not limited to seeing others,” said Secretary General of the Ministry of Energy and Mineral Resources Dadan Kusdiana when met at the Ministry of Energy and Mineral Resources building, some time ago.
So what is the capacity of the two PLTUs and who owns them?
PLTU Cirebon-1
PLTU Cirebon Unit 1 with a capacity of 1 x 660 MW in Kanci, Cirebon Regency, West Java. Since operating in July 2012, or eight months earlier than the original plan, this first unit has generated 5 TWh of electricity per year through the Java-Madura-Bali (Jamali) interconnection system.
PLTU Cirebon-1 is operated by PT Cirebon Electric Power (CEP). Citing the company’s website, CEP was founded in 2007 by a consortium of multi-national companies in the Asian energy and infrastructure industry, such as Japan and South Korea.
The consortium that owns CEP includes Marubeni Corporation from Japan, PT Indika Energy Tbk (INDY), and companies from South Korea, Korean Midland Power (KOMIPO), and Samtan Corporation. The Indika Energy shares, which are currently led by M.Arsjad Rasjid, own 20% in the CEP consortium.
PLTU Cirebon-1 uses supercritical technology, including a fired boiler with LO-NOx burners. This technology is claimed to increase cycle efficiency, reduce coal consumption and air pollution even though low-calorie coal is used.
For your information, the early retirement of the coal power plant will actually be funded by the Energy Transition Mechanism (ETM). In fact, PLTU Cirebon-1 is included in the list of pilot projects or early retirement test cases selected by the Asian Development Bank (ADB).
PLTU Pelabuhan Ratu
PLTU Pelabuhan Ratu has a large capacity or reaches 3 x 350 Megawatts (MW) which was built as a support for the development and expansion of the 10 thousand MW electricity supply program at that time. This PLTU was built in 2008 and started operating in 2013.
PLTU Pelabuhan Ratu, better known as PLTU Jawa Barat 2 Pelabuhan Ratu Operation and Maintenance Services Unit (OMU). This coal plant is operated by PT PLN (Persero) through its subsidiary Indonesia Power.
Meanwhile, PLTU Pelabuhan Ratu is planned to be transferred from PT PLN (Persero) to PT Bukit Asam Tbk (PTBA) for an early retirement. The two companies have signed a framework agreement or Principle Framework Agreement.
